Some information gleaned on this situation which has now been going on about a year, due to Covid -19 restrictions and Amazon not prioritizing book publishing or being allowed shipments across the border:
On a KDP forum it was revealed (last year?) to frustrated Canadian authors-- stymied to date and unable to purchase proofs and /or author's copies-- by a forum participant (whom hopefully was repeating truthful information) that a Canadian publisher had been approached at one time, but although that firm would offer Print on Demand , would not do proofs or author copies ( the price disparity one supposes being the pertinent rejection factor). Subsequently, Amazon dropped the connection (understandably) but has not pursued with other publishers on this side of the border since . What this means in the long run exactly, one can only conjecture.
